Satellite monitoring of the coastal fishing of Pacific salmon in Sakhalin area

Monitoring of abidance of the Fishing Rules when setting fixed nets in Far East basin

Project goal: to find and develop an effective and efficient way of monitoring of abidance by the Fishing Rules when setting fixed nets in Far East basin.

Backgrounds: (Facts the project was based on: )

-          Pacific salmon is the most important commercial fish in the Russian Far East fishery. It occupies the second place after walleye pollock by the capture level in recent years (Shuntov, 2009).

-          Kiddle is the main method of salmon fishing in Russian waters;

-          Poaching and overfishing are the main threat to resource of Pacific salmon in Russian waters ;

-          State fisheries inspectors are understaffed (не знаю корректно ли так употреблять…/understaffing) in many regions of the Russian Federation;

-          Fisheries inspectors are entitled to unscheduled checks only if there is information on violations;

-          The fight against poaching is complicated not only due to the technical difficulties, corruption, but because of the removal of spawning rivers also;

-          The current satellite images are an independent source of reliable and objective information.

In 2011 fishery season Engineering and Technology Center "ScanEx", regional NGO "Sakhalin Environmental Watch" and NGO "Transparent World" carried out the monitoring of the coastal fishing of Pacific salmon in the territorial sea of the Sakhalin region. It was based on remote sensing data.

The database of the Sakhalin region fishing fields was created. Satellite monitoring was based on analysis of optical images of high and medium spatial resolution: ErosB (0.7 m), Spot5 (2.5 m/10 m), Spot4 (10 m), Landsat5/7, Terralook Aster products. The "ScanEx" furnished the project with highly detailed images ErosB and Spot5 by repeatedly shooting the operational area in July-September 2011.

Results:

-          Violations of 36 organizations (55 seine and 59 traps) were detected with the help of satellite data;

-          The data were turned over to state authorities for inspections.
